Next Generation 911 Procurement Guidance

Public safety answering points (PSAPs) across the nation are transitioning equipment, procedures and training to the IP-based Next Generation 911 (NG911) system. NG911 systems are digital, rather than analog, and will enable 911 users to contact 911 through means other than a voice call, while also making services more robust and redundant.

Many PSAPs face a number of hurdles in this upgrade, including aging infrastructure and a lack of financial resources due in part to the decreasing number of landline telephone subscribers, a significant source of 911 funding. Seeking out new NG911 vendors also means that PSAPs must successfully navigate the procurement process and have a comprehensive understanding of contract language.

The National 911 Project has developed Next Generation 911 Procurement Guidance for PSAP managers to follow as they begin to upgrade outdated systems. The guidance document provides assistance in the areas of:

  • Contract negotiation
  • Establishment of scope of work (SOW) documents
  • Creation of service for the NG911 system once upgrades are complete

The guidance document defines a set of important terms used in contract procurements, a checklist of important items to consider while negotiating the SOW and suggestions for ensuring that critical security procedures are established and managed. An important goal of the 911 Program is to protect the interests of the 911 entity and the local community during the procurement process.
